Fix GoReleaser v2 changelog configuration (#411)

Changed `changelog.skip` to `changelog.disable` to fix the release workflow failure. The `skip` field was removed in GoReleaser v2.

Fixes the error:
```
yaml: unmarshal errors:
  line 4: field skip not found in type config.Changelog
```

Tested locally with `goreleaser release --snapshot --clean --skip=publish` which completes successfully.
