:sparkles: Add React Router for URL-based navigation

Implement HashRouter to enable deep linking and bookmarkable URLs for
repository searches. Users can now navigate directly to repository fork
searches via URLs like /#/django/django.

Changes:
- Add react-router-dom dependency and types
- Wrap App with HashRouter and define routes for / and /:owner/:repo
- Update Container to read URL params and trigger auto-search
- Update PopForm to accept initialUrl prop for pre-population
- Update Navigation to use Link components for internal navigation
- Update all tests with MemoryRouter/Routes context
- Add new test for URL parameter auto-search functionality

All tests passing (66 tests, 98.29% coverage).
