Out-of-date mod detection (#698)

* WIP out-of-date mod detection

* Support wildcards in GameVersion parsing

* Add tests for outdated mod detection

* Add .gitkeep to outdated mod test files directory

Added a .gitkeep file to ensure the commonItems.UnitTests/TestFiles/mod/outdated directory is tracked by git even when empty.

* Tweak for Codacy

* Change major version due to API change

* Preserve mod dependencies order in constructor
