Refactor tests (#19)

*   Rename `delegate_to_venv` to `switch_to_venv`.
*   Introduce `test_fast_fat_min_mocked` test type.
*   Rename test type: `test_fast_mocked` -> `test_fast_slim_max_mocked`.
*   Update the boilerplate code to import proto_kernel.
*   Add doc: `test_perimeter.md`.
*   Factor out `local_doc` sub-project.
*   Split `hello_world_via_app` and `hello_world_via_lib`.
*   `readme.md`:
    *   Update multiple sections.
    *   Update badge styles and fix broken badges.
