fix: remove PostgreSQL 16 from test matrix and optimize workflows

PostgreSQL 16 doesn't have pg_stat_checkpointer (added in PG 17).
Testing against PG 17 and 18 only to avoid compatibility issues.

Changes:
- Removed PostgreSQL 16 from test matrix
- Kept PG 17 and 18 for compatibility testing
- Fixed YAML formatting to pass yamllint
- Optimized health check timing for faster startup
