Add build verification to CI tests workflow

- Pin Node.js to 16.x (matching deploy workflow)
- Add yarn build step after TypeScript check
- Ensures PRs don't break production builds
- Update yarn.lock for clean dependency resolution

This prevents merging PRs that pass tests but fail to build.
Node 16.x is required for react-scripts 4.0.1 compatibility.
