* Replace deprecated pkg_resources with pkgutil

Replace pkg_resources.declare_namespace() with pkgutil.extend_path()
in pydevd_plugins namespace packages. pkg_resources is deprecated and
will be removed in setuptools 81 (Nov 2025).
