Move off of cypress-file-upload (#7508)

* move off of cypress-file-upload

fixes #7505

This commit changes all instances of `attachFile` in the Cypress tests
to use the built-in `selectFile`. The main difference is that
`selectFile` expects the filename to be relative to the Cypress test root, not
the fixture directory.

The dependency is removed and the yarn lockfile is updated.

* force file upload to recreate old behavior
