:memo: Fix Sphinx documentation build warnings

Fix all 8 Sphinx build issues (5 warnings + 3 errors) by addressing
configuration and docstring formatting:

- Comment out empty html_static_path in Sphinx config
- Convert docstrings to proper NumPy-style format using Parameters/Returns sections
- Replace inline method signatures with proper reStructuredText code blocks (::)
- Update 4 callback classes: AudioSessionNotification, AudioSessionEvents,
  AudioEndpointVolumeCallback, MMNotificationClient
- Fix GetEndpointDataFlow docstring in utils.py
