* Move to multi arch build

* Add platforms to PR and latest images

* Bump to 5.3.0

* Update Go version to 1.24.7

* Update Go version to 1.24 in CI workflows and Dockerfile

- Bump Go version to ^1.24 in GitHub Actions workflows (build, code-quality, lint)
- Update base image in Dockerfile from golang:1.23-bullseye to golang:1.24-bookworm

* Update tooling and tests

- Bump golangci-lint to v2.5.0 in CI, pre-commit, and .tool-versions
- Add .golangci.yml to skip linting "tools" directory
- Downgrade Go version in go.mod to 1.24 for compatibility
- Refactor tests to use t.Setenv for environment variable management
- Add empty tools package for dependency management

* Upgrade golangci-lint action to latest

* Upgrade golangci-lint action to latest

* Remove golangci.yml config and tools/doc.go files as part of cleanup

* Enable configurable race detection flag in Makefile and Dockerfile test commands

- Added GO_TEST_FLAGS and GO_TEST_RACE_FLAG variables to Makefile for flexible test command configuration
- Updated test target to use these variables instead of hardcoded flags
- Modified Dockerfile to use GO_TEST_RACE_FLAG when running tests, allowing race detection to be toggled externally
