Balsamic integration test (#4643)

### Added

- Two integration tests that runs the cg command `workflow balsamic start-available` with one case each ready to start. Two different cases are tested, the first one is a TGS case with a single tumor sample, the other a WGS case with two samples.

Checks that:
  - all necessary cli commands and http requests are made
  - all files are created in the correct place
