bazel: replace rules_docker with rules_oci

This commit fully migrates the CDI project from rules_docker to
rules_oci, removing rules_docker as a dependency and updating all
related build logic.

Because rules_oci doesn't provide exact feature parity with
rules_docker, several adjustments were made across scripts and
configuration files to ensure a smooth transition:
1. container_bundle has no direct equivalent in rules_oci, so all test
   images are now defined as individual oci_push targets instead of
   being grouped into a single bundle for pushing. However,
   architecture-based image inclusion during build and push is preserved
   through updates to hack/build/bazel-push-images.sh.
2. All ovirt-imageio dependencies were converted to bazeldnf rpms,
   replacing the deprecated container_rpm approach and aligning with
   rules_oci.
