Added support for T-SQL sys.time_zone_info catalog view (#4213)

Cherry-picked from PR : - #4095 and #4167

This PR adds support for the sys.time_zone_info catalog view to Babelfish, addressing the need for TSQL compatible timezone information access. The implementation provides a complete timezone information by mapping PostgreSQL timezone data to TSQL format, including Windows-style timezone names, formatted UTC offsets (+/-HH:MM), and DST status indicators.
