explicitly pass args in velocity cmd (#756)

## Change Overview

Restores `cmd_vel` behavior -- there was an arg order change on spot_wrapper which caused the cmd_duration to be incorrectly read as the timestamp, causing all commands to fail 

## Testing Done

send `cmd_vel` commands through `ros2 run turtlebot3_teleop teleop_keyboard`, verified robot moved
