* feat: integrate AWS SNS for event notifications.

* chore: remove unused AWS SNS configuration from development settings

* chore: update @dcl/schemas dependency to version 19.1.0 in package.json and package-lock.json

* chore: update Jest configuration to ignore test paths in the lib directory and remove unused AWS SNS configuration from local and production settings

* refactor: Migrate Notifications to src/Notifications since its using SNS instead of a api call

* refactor: reorganize Notifications module and update import paths for event notification functions

* refactor: clean up Notifications module by removing unused imports and whitespace
