test: add minimal critical path tests for CSS processor

- Focus on essential coverage gaps: enabled=false path and nested directories
- Remove excessive edge case tests (complex selectors, variables, etc.)
- Keep test suite focused and maintainable
- All 168 tests passing (2 new tests added to css-processor suite)
