chore: add .prettierignore to exclude test fixture directories

Exclude temporary test fixture directories and CSS test output from
Prettier formatting checks. These are generated test files that don't
need to maintain code style consistency.

Excludes:
- test/temp-cli-init/ (CLI init command test fixtures)
- test/cli/commands/test/ (CLI test fixtures)
- test/utils/css-test/ (CSS processor test fixtures)
- test/css-test/ (CSS test fixtures)
