fix(ci): migrate from gradle-build-action to setup-gradle

Replace deprecated gradle/gradle-build-action@v3.5.0 with gradle/actions/setup-gradle@v4
to fix build failures with Gradle 9.1.0. The old action was failing during cleanup
with error: "Cannot get the value of write-only property 'removeUnusedEntriesOlderThan'".

Updated files:
- coverage.yaml: Updated Gradle action
- publish-library.yaml: Updated Gradle action in both build and publish jobs
