Refactor `PasswordEncoderUtils` for enhanced maintainability and add utility methods

- Introduced a private constructor to prevent instantiation of the utility class.
- Refactored `PasswordEncoderUtils` to use a centralized, immutable map of encoders.
- Added `getPasswordEncoderType` and `getPasswordEncoderTypeAsString` methods for extracting encoder types from encoded passwords.
