feat: Add operation_type and target_release to deployment campaigns (#999)

Add support for different operation types in deployment campaigns to
handle various container lifecycle operations beyond simple deployments.

The operation_type field allows campaigns to specify what action should
be performed on containers, while the target_release enables upgrade
scenarios where a campaign transitions from one release to another.
