Remove redundant build steps from CI workflow

Both test jobs (tests_db and tests_file_system) had duplicate build steps
after MySQL setup that were completely unnecessary.

**Why redundant:**
- Code hasn't changed between the two build steps
- LocalDB and MySQL are runtime dependencies, not build dependencies
- All subsequent commands use --no-build flag
- Wastes ~1-2 minutes per job

**Time savings:**
- tests_db: -1-2 minutes
- tests_file_system: -1-2 minutes
- Total: ~2-4 minutes saved per CI run
