feat: use internal ip addresses in `iota-aws-orchestrator` (#8925)

# Description of change

Modify `iota-aws-orchestrator` to support internal ip addresses for
deployment inside of VPC.
- adds a `use_internal_ip_address` boolean parameter to the
`BenchmarkParameters`.
