fix: read-configuration JSON payload structure and workspace section compliance (#375)

* Initial commit for issue #291

* test: add comprehensive output structure validation for read-configuration

Add integration tests to verify JSON output structure compliance with spec:
- Workspace field is always included when resolvable
- Configuration field is always present
- FeaturesConfiguration included when flag set or needed for merged config
- MergedConfiguration included when flag set
- All field structures match specification

Also fix workspace resolution to always attempt resolution and only omit
when it cannot be determined, per spec requirement.
