Upgrade ex_aws_auth to 1.3.0 and fix Bedrock streaming

- Upgrade dependency from 1.0.0 to 1.3.0
- Fix broken Bedrock streaming (deprecated function capture syntax)
- Migrate to AWSAuth.Credentials struct API
- Replace manual signing with AWSAuth.Req plugin (removes ~40 lines)
- Use :unsigned payload for streaming per AWS SigV4 spec
- Update error messages to reference 1.3.0

All 1316 tests passing.
