chore: enable ODIC for publishing to npm in release workflow

npm legacy tokens are being sunset, so the token currently used to publish will be revoked:

The most secure alternative is OIDC trusted publishing:
https://docs.npmjs.com/trusted-publishers

A trusted publisher was configured for the package in npm.
This commit updates the release workflow to use it.
It has not yet been tested, but the pieces should be in place if needed.
