Add Elixir 1.19 compatibility and documentation improvements

This PR adds Elixir 1.19 compatibility while maintaining backward
compatibility with Elixir 1.12+ and adds comprehensive documentation
improvements.

Changes:
- Move preferred_cli_env from project/0 to cli/0 function (Elixir 1.19)
- Convert struct update syntax to map update syntax in builder modules
  (lib/optimus/builder.ex, arg/builder.ex, flag/builder.ex, option/builder.ex)
- Add comprehensive CHANGELOG.md tracking all improvements
- Add WIP.md development planning documentation
- Add Dependabot configuration for automated dependency updates
- Add @moduledoc documentation to Optimus.Builder module

All 79 tests pass with zero warnings on Elixir 1.19.
