Made `statistics.sqlite3` max upload size configurable (#63)

* feat: made `statistics.sqlite` max upload size configurable

The max upload size for the `statistics.sqlite` file is now configurable via a environmental variable. Additionally the server now returns HTTP Status 413 if the file is to big and a more detailed error message is displayed to the user.

* chore: Update README.md and increased default max upload size
