add a script to update Envoy (#119)

Add an update_envoy.sh script to make it easier to update upstream
Envoy. This script takes the upstream tag as an optional argument, using
the latest tag if not provided, and will:

 - update the bazel WORKSPACE file envoy_version and envoy repo sha256
   hash
 - update the envoy.bazelrc file based on the upstream .bazelrc file,
   replaying our local modifications to it

It does not yet handle updates to the extensions_build_config.bzl file.
