Fix Conda Deprecation for failing tests: `conda.cli.python_api` -> `conda.testing.conda_cli` (#1198)

* pinned dependencies

* no pinning for libraries

* Refactor Conda CLI module selection and suppress deprecation warnings in command imports

* updating hydroshare to also be compatible

* updating all the files that need of conda.cli.python_api to be compatibel with newer version

* Updatd to use subprocess instead of run_conda, btu defaults to run_conda if the conda version is nto the mosst recent

* udpated test.

* lint with flake8

* black linted

* fixed run_command, so it does not freeze, and uses --yes as the conda versin did

* flake linted and black formatted

* udpated test and also fixed manual intalllation
