refactor: improve type safety with warnings instead of errors

- Re-enabled strict TypeScript ESLint rules as warnings
- Changed no-unsafe-* rules from 'off' to 'warn' to maintain build stability
- Fixed BarryHalfStepRules.barryRulesFor method with proper loop handling
- Added proper return type annotations to MelodicLine methods
- Enhanced Octave.From method with explicit type annotation
- Build now passes with 174 warnings instead of 185 errors
- All tests (638) continue to pass
- Creates foundation for systematic type safety improvements
