refactor: rocksstore: make WAL flush operations asynchronous

Convert blocking `flush_wal()` calls to asynchronous spawned tasks
in save_vote, append_to_log, and purge methods. This prevents
blocking the async runtime during I/O operations.

In `append_to_log`, the callback now receives the actual flush
result instead of assuming success, improving error propagation
through the I/O completion mechanism.

Add `TypeConfigExt` import to support the async spawn operations.
