Remove try-catch block from libgrammarinator (#340)

While the tooling components use try-catch blocks, they are undesirable
in libgrammarinator itself, as they can interfere with fuzz target
integrations. Fortunately, the only occurrence was in the DefaultPopulation
constructor, which has now been refactored to use non-throwing error handling.
