CI Improvements (#3816)

* Improves CI...

- Declared top-level *_dev and *_bc env vars for application stack components and propagates them/references them everywhere. These env vars are copied/taken from the the current and previous tool-versions file used by asdf.

- Cache keys now refer to the outputs of the setup-node/setup-elixir step uniformly.

* Enable usage of env vars in matrix

...using a separate setup-matrix-env job

* Some clean-up...

- fixes a duplicated key to point to elixir instead of otp.

- Setup beam step now reads from ELIXIR_DEV/ERLANG_DEV env vars

- nodejs env var points to the output of the setup-matrix-env output.
