Enhance OpenAI provider and update fixtures

- Improved response handling in `lib/req_llm/providers/openai/chat_api.ex` and `lib/req_llm/providers/openai/responses_api.ex` to provide clearer error messages.
- Added a new `response_format` option in `lib/req_llm/providers/openai.ex` for structured output configuration.
- Updated streaming request handling in `lib/req_llm/streaming/finch_client.ex` to clean up options before processing.
- Added new model compatibility validation task in `lib/mix/tasks/model_compat.ex` to ensure fixture-based testing.
- Updated various fixture files for OpenAI and Google models to reflect recent changes in API responses and ensure accurate testing.
- Removed deprecated files related to the OpenAI o4 mini model to streamline the codebase.
