Fixes algebra templates performance. (#1340)

* strongly improved the performance of acquisition and image data algebra by using templates and function objects.

* added initialise_with_0 flag to DataContainer C++ constructors. This means that in some STIR cases (and in particular operator+ etc), we avoid filling data with 0, to then overwrite it anyway.

* commented out 'ignoring acquisition' messages in MR containers

* added acquisition and image algebra tests in SIRF/tests

* replaced return failed with numpy.testing.assert_equal(failed, 0) in tests
