pg_cron crash fix by adding background worker check (#4151)

When pg_cron is enabled with Babelfish and A background job is ran which is obvious to throw some error, then server
is landing into a crash

The problem is when a pg_cron job is ran and execute a query via background worker then in terminate_batch function
memory context MessageContext is not initialised( or is NULL), which leads to crash. To fix this, we check if current
backend connected via background worker then do not switch to MessageContext instead, throw error afterwards.
