refactor: Repo seup and package development pipes (#7)

* Added pre-commit hooks to lint and possibly fix
errors.
* Removed prettier since Biome can format files
just as fine.
* Removed Gulp since copying two files can be
achieved with a simple build script.
* Added VSCode recommended configurations.
* Updated Biome configuration and activated some
rules which found some issues in the code.
* Fixed said issues.
* Updated package.json exports format to the modern one.
* Ran the new formatter with the new configuration.
