[Labels] Implement sane limits on Labels. (#171)

* Implement sane limits on Labels.

Add test for mergeLabelOptions

Add test to validate limits when 1 label is added

Add tests for adding a private key

Refactor helper functions to fixtures as the method does not alter the map.
