IGVF-3030 Add tooltips for more enums(#907)

* Convert data-area from Javascript to Typescript. Remove the now-unneeded types file.
* Display an annotated Content Type value on file pages. Convert tooltip.js to Typescript.
* Minor improvements to the last comment. Added a TSDoc comment to a new component. Fixed Tailwind CSS v4 dark-mode theming.
* Allow markdown tooltips for data items.
* Display file_set_type on file-set pages.
* Handle arrays of strings in the schema correctly. Sort arrays of strings.
* Remove a now-unused import in common-data-items.
* I didn’t save the sorting code before.
* Add help text to Treatment purpose.
* Display in vitro system classifications with annotations.
* Display the phenotypic feature quantity units with an annotation.
* Display no underline nor tooltip if we couldn’t find the annotation.
* Split the AnnotatedValue component into its own file. Update the Jest tests.
* Add tooltips to analysis step types and software categories.
* Small corrections to `<AnnotatedValue>`.
* Add the option of an external mapping of values to annotations for displaying annotated values.
* Use external annotations for assay terms and preferred assay titles. Remove the now unused ontology-terms.tsx file.
* Use annotated values on the assays matrix page.
* Update Jest tests for the external annotations.
* Generate a specific tooltip key for the external-annotations case.
