Rename issue-specific tests to generic names

- Rename TestIssue71NestedPerformance to TestNestedArrayPerformance
- Rename BenchmarkIssue71Nested100 to BenchmarkNestedArrayDecode100
- Rename BenchmarkIssue71Nested1000 to BenchmarkNestedArrayDecode1000
- Remove issue-specific comments and references
- Improve code style consistency with other tests in the file
- Add concise documentation explaining test purpose and race detector behavior
- Add [race=true/false] prefix to timing error messages for clarity
