feat(consensus): add ci jobs for starfish consensus (#8357)

# Description of change
  - Enhanced nightly workflow:
- Added `simtest-with-starfish` job that runs simtests with Starfish
consensus
- Added `tests-with-starfish` job to use the consolidated Rust test
workflow with `consensusProtocol: "starfish"`
  - Improved simtest script:
- Added `CONSENSUS_PROTOCOL` environment variable support with
"mysticeti" as default
    - Enhanced debug logging to include consensus protocol information
- Properly pass `CONSENSUS_PROTOCOL` to all `cargo-simtest` invocations
