Normalize occupancies prior to configuration recovery (#21)

* Normalize occupancies prior to configuration recovery

This changes the code to use the closest value between 0 and 1 to the
occupancy that is given.  With this, it should accept as input any float
except NaN.

The old code presented a problem because the capi-demo code could result
in giving it values that were 1e-16 above 1.0 and then failing, because it
would then calculate negative weights for sampling.
