TTPForge: Fix HTTP Request block with no params (#561)

Summary:

Fix situation where http request block would append a tailing "?" when no params were present, which breaks some endpoints (i.e. target url with no params was actually `http://apis/sampleapis.com/coffee/hot?` instead of what we likely expected as `http://apis/sampleapis.com/coffee/hot`).
