Add GDRCOPY_ENABLED=true to device-plugin when GDRCopy is enabled

When this envvar is set, the device-plugin will enable support for GDRCopy
through the same mechanism as for GDS and MOFED. When a workload container
requests access to an 'nvidia.com/gpu' resource, the device-plugin ensures
that the GDRCopy device node, /dev/gdrdrv, also gets injected into the
workload container so that is can make use of GDRCopy.
