Add hostPID support to dcgm-exporter via GPU operator helm charts

- Add hostPID field to DCGMExporterSpec in API types
- Add hostPID configuration to helm values with default false
- Update clusterpolicy template to pass hostPID configuration
- Update controller to set hostPID in DaemonSet when enabled
- Generate deepcopy methods and update CRD manifests
- Sync CRDs to Helm and OLM packages

This allows users to set dcgmExporter.hostPID=true which allows the DCGM-Exporter daemon set to access the host's PID namespace
