Nallo: Add reviewer data to Scout load config (#4607) (patch)

### Added

- Reviewer files to Nallo scout load config.

### Changed

- How the reviewer files for MIP and raredisease are added; into a common method for MIP, raredisease and Nallo in order to reduce code duplication.

### Fixed

- A case level `str_catalog` entry was previously added to the load config for MIP and raredisease, but that is not used in Scout. Changed to a sample level `reviewer_catalog`.
