feat(capture): handle L3-only devices and add tun regression (#342)

* feat(capture): handle L3-only devices and add tun regression

- split eBPF entry points into L2/L3 variants and inject matching pcap filters

- attach tc/tcx/socket hooks with interface metadata to pick correct program

- track MAC-less devices in metadata and infer protocols when fabricating L2

- add tun e2e test and bump CI timeouts for longer coverage windows
