Improve alerting settings test coverage (#3788)

* add config to run manual alerting settings in ci

* create dev.local.exs before running environment

* fix ci to allow running alerting test

* fix how spec is set in integratio job

* add photofinish binary to integration test

* check host to critical email alert

* alerts working for manual setup and enforced from env host critical

* done cluster health critical

* add tests for all kind of alerts

* minor fixes

* move mailpit logic as cypress tasks and other minor improvements

* increase retries for searching emails

* revert arrow function for before hook

* move logic to alerting page

* set nodejs version for alerting

* use chmod from action

* set different env variable for code clarity
