feat: add --no-git flag to skip git initialization (#32)

Add optional --no-git flag to the new command that allows users to skip
git repository initialization. The flag overrides the config.user.git_init
setting when provided.

Also prevents git hooks installation when git is not initialized, as hooks
require a git repository to function.

Changes:
- Add --no-git boolean flag to NewArgs
- Update run_post_generation_setup to check flag before initializing git
- Skip git hooks setup when git is not initialized
- Add unit tests for flag behavior and config interaction
- Add integration test for --no-git flag presence
- Update README with --no-git usage example
