api: expose VideoConfig feature gate in HCO (#3622)

* api: expose VideoConfig feature gate in HCO

Expose the VideoConfig feature gate in the HCO API, allowing users
to enable or disable it via the HyperConverged CR.

This follows the merge of kubevirt/kubevirt#14673, which introduced
the feature in KubeVirt. Since this is an alpha feature, it remains
disabled by default.
